When you open star_brush.eps file in illustrator, press F5 button on the keyboard. You will see a panel with brushes. Draw a line. Select this line and click on the brush in the panel. Done! To upload brushes to a new document: Create a new document-press F5 button on the keyboard-open the brush library-Another library-Select the Brushes_stars_panel file. A panel will open and you can use a Brush to draw a star line. To change to another brush, you need to select a line and select another necessary brush from the Brush panel.
