To access the pattern swatches in Illustrator, go to Window Swatches and click on the pattern swatches to use them. To use the patterns in Photoshop, open or place a PNG into photoshop. To change the color of the pattern in Photoshop, double click on the pattern layer and use a Color Overlay to change the color of the pattern.
