Cities Skylines Complete Edition for PC is a single-player, open-ended city construction simulation Game in which the player can play either linearly, completing goals that follow a story arc, or sandbox-style, defining and fulfilling their purposes. For instance, commercial establishments perform better when their audience is more educated, allowing for more excellent employment opportunities and a higher tax rate paid to the city, both of which have pros and cons.
